Basically, you can make your hair softer by trying not to over-expose it to sun and wind. If it's dry, you should also avoid washing it every day as you don't want to lose its natural oils.

Most modern shampoos are pretty good, but whatever you use you need to change it now and then, otherwise a sort of dull, sticky residue can build up in your hair. There are various tips like using the juice of a lemon or an egg yolk in the water, but modern products have probably made these unnecessary - though there is a beauty website which suggests using a glass of vodka!

You should also use a moisturising conditioner and give your hair an intensive treatment now and then.

Diet and lifestyle are important too - too much drinking and smoking, or a lack of fresh fruit and vegetables, can help to make hair dull, brittle and lifeless.

Condition in ice water- it shocks your scalp and lets out nutrients that make for extreme softness.
This is also a super smart way to make your hair super soft even on a budget

I think that's due to your gene, it's hard to change it. But I suggest you wash the hair regularly and use some conditioner, do not use hair lacquer, it's harmful to your  hair and scalp.
hope it helps a little

Use a conditionor. Any kind really works. This is how I do it, I get in the shower, shampoo my hair. I put conditionor in my hair, then wash my body and face. Then I rinse the conditionor out. So leave the conditionor in for a little bit. I hope that works. Also, if you use hairspray, try to hold it farther away from your head. It will still get to your hair and work, but it wont make your hair hard or sticky.
