The goo that you are talking about is probably just plasma. If you were to leave it alone, it would form a scab.
This is completely normal after having a tattoo, so you really don't need to worry too much.
If your tattoo has become wet and you want to dry it, I'd recommend doing so very carefully. Perhaps fanning it, or dabbing very gently with a cloth might be a good idea.

As far as water and tattoos go, there's no harm in having a wash - just so long as you don't submerge your tattoo in water. I'd recommend you take a shower instead, using lukewarm water and antibacterial soap to clean the tattooed area.
Rather than using a sponge or wash cloth, I'd suggest you gently rub the area with your bare hands.
Obviously hot tubs, beaches and swimming pools should be avoided for at least 2 weeks (and maybe even longer, depending on how quickly you heal).
