How Can You Remove A Tattoo, Without Laser Treatment?

Your options are:
1. Get a bigger tattoo to cover it with.  Thus still having a tattoo.
2. Get it removed via laser.
3. Keep it and hope it will eventually fade completely.
Sorry there isn't another option for you that is quick, easy, and will cost less.

Well other than cutting it out, theres always airbrush makeup....a lot less painful.

A tattoo is located underneath your skin, creams or lotions will do nothing to remove them unless they burn away your flesh.
