Well I would say,

put black on the top lid and silver on the bottom, but it's whatever suits you best :)x

Since I find it impossible to put eyeliner on my top lid...unfortunately, I'm just not sure how to do it, I would put black on the side nearer the nose, and silver flicking out at the ends...

Well to get the best effect with those two colours I would:

Firstly I wouldn't use silver eye liner but rather silver dazzles dust or a good quality metallic eye shadow (maybe from MAC). I would apply the shadow to the full top lid and under the eyes. Next I would used black eye liner to thickly outline both top and botton lash lines, flicking out very slightly at the ends to create sexy eyes.
