Take a cup with warm water, dissolve some Epsom Salt in the water, tilt the cup over your piercing to soak the area for 10 mins. Do this 2-3 times a day. Follow that up with neosporin antibiotic ointment, applied with a clean Q-tip. Do not let your clothing, rub on the area until completely healed. If not better in a few days of this, consult a dr.

Sorry, I can't edit my answer up there. The key isn't not cleaning, like I said, but not OVER cleaning. Big difference!

Don't use epsom salt. Use non-iodonized sea salt. Epsom salt contains anti caking agents along with other chemicals that can irritate a piercing.

The solution should be made of 1/4 tsp non-iodonized sea salt to one cup warm water.

A belly piercing is considered a surface piercing, the hardest to heal despite the belly being a popular place to pierce. The key is NOT to clean it. Let it rest and don't stress the area out by picking or rubbing. You may want to cover it so that clothing doesn't rub against it while you wait for the bumps to subside.

the belly piercing is NOT considered a surface piercing unless it is a reverse/horizontal piercing.
