I saw someone cut the gypsy cut by pulling all the long hair forward and holding it all in a ponytail at a 45 angle sort of up and out. And cutting it off at about 4 to 5 inches long. Then, just pulling the ponytail out and picking up the strands all over to blend it all out with the scissors. And it was usually cut with a razor in the seventies. Today hair shears are finer and more precision sharpened and do a lot better. Before the cut the hair should be permed if it is straight to give it the Stevie Nicks gypsy full and fluffy look.
