For tanning without burning, you have to go in the early morning at 9 am to 10 am and in the afternoon at the 4 pm to 6 pm as at that moment the sun shines not too strong, and even not to stay under the sun shining for a long time as well.
It's best not to "tan." Fair skinned people have a higher risk of skin cancer than darker skinned people. However 10-15 minutes of sun exposure daily (with sunscreen) is a great way to get vitamin D. I would suggest a self tanner like St. Tropez self tan bronzing mousse or Clinique self sun body tinted lotion or Tanceuticals CC self tanning body lotion. You can create your own level of tan without the risk of too much sun exposure (:
