You can use any hair removing cream made for face to remove upper lip hairs
You can shave your facial or body hairs, if you want to. Shaving will not make the hairs grow thicker, hairier, or colorful. After you shave your facial or body hairs, wash the areas off with moisturizing soap, dry areas off, and put moisturizing lotion on the areas you removed the hairs. This will put moisture back into your skin, help with the red-ness of the skin, and help hide the mustache shadow, if you have one. If your hairs are not that noticeable then I would leave the hairs alone.
If you just had the odd hair pluck them out with tweezers. If the hair is darker than your skin have it lightened - or you can remove the lot by waxing or cream. Do not shave!
