Hairs can not grow without hair bulb. At the base of the hair follicle, a projection is present called papilla. This contains small blood vessels and capillaries. Living part of the follicle is called bulb which surrounds the papilla. Cell division takes place in bulb after every 24-72 hours. So, without hair bulb, hairs can not grow.
