That really isn't a good idea. The bleaching process leaves hair damaged and weakened and frail. If you add another chemical process to it you risk frying it and making it feel stiff and brittle, it could even fall out. If you are having trouble getting colour to take on your particular hair because of colour or texture, you should consult a stylist or hair colour specialist. They can give you some ideas of ways to make the colour come out the way you want it to without ruining your hair.

I bleached my hairr, then it was really unhealthy so I dyed it back to brown thinking it would make it healthier and I've lost a lot of my hairr. My hair use to be past my shoulder now it just covers my neck.

You have to condition, condition, condition your hair before you dye-back. If you do not do this with protein packs you will end up with a head full of straw if you're lucky. If you're unlucky it will break off at the beach line.

Do you mean dry?  Yes, but use a low temp setting or it might break off, have to be very careful with heat and processed hair, I do know that!
