If it is your graduation ceremony you are going to, you would obviously have to go in the official colours of your college or university. Once you reach the graduation ceremony venue, you would have to wear the graduation robes and hat that would be given to you along with all your classmates and fellow students who are graduating. Underneath the graduation robes, you would be best advised to wear formal clothes, as graduation is a solemn occasion. During the graduation ceremony, no one will notice what you are wearing, as everyone will be attired similarly with the robes and hats.

If you are going to attend the graduation ceremony of a sibling, spouse, child, or relative, you would be advised to wear your best formal clothes, as it is an occasion of celebration, and you dressing elegantly and formally would shine well on your relative who is graduating as well. He or she would obviously introduce you to their friends after the ceremony, and you and the person graduating might feel awkward if you are not dressed up to the mark for the occasion. A graduation ceremony is a big occasion for anyone, and it is only fitting that both the person graduating as well as the relatives he has invited are in their bests attire.

Depends on your plans for the time immediately after the ceremony.  I've seen suits and gowns under the robes but I've also seen jeans and sut-offs with T-shirts under the robes.
