In order to trim a toddler's hair you will need to find yourself a well experienced hair dresser. It is essential to get an experienced person because a person with experience will manage to cut a toddlers hair really soon, whereas an inexperienced individual will take a whole lot of time and toddlers do not have the patience to wait for that long. Before you take your kid in there try and convince him and tell him that he will definitely get his hair back and that there are no reasons to worry. Try and take you child to the hairdresser when he is really active and fresh.

Do not try and do not yourself as they may be a few problems that you will have to face with.

Take it from a professional who has cut many a tot's hair. They wiggle, squirm, and when you need them to put their head one way they put it the way they want to. Let the hair stylist talk to him/her. Do not yell or admonish while they are in the chair. The calmer you are the better.
Even as a professional, I usually took my girls to get their hair cut as toddlers. It is kind of like the Dr. Treating his own family.  My whole outlook was, as they got older. If I screwed it up. I had to live with it. If someone else screwed it up they lived with it and I assured them it would grow back.
For safety reasons take them to a professional. Either way you will pay...
For cute look or to straighten out the mess you made. Good luck.

I let my son sit in my lap and give him a sucker. If he kicks and screams too much, I just have to hold him down. Sometimes, you just have to do it.
