Not normally. If you have a round full face short haircuts go best. Or if your hair is longer the layered look goes best. Also if you can add height to the crown of your head that will bring the focus off such fullness

Beauty is in the eye of the beholder. My daughter likes to keep her bangs long cause thats how the kids are around here. She has somewhat of a round face but I think she looks better with her bangs cut and out of her face.
