Probably some day when you mature. But, believe me, you'll wish you hadn't. Shaving all the time is a pain and beards are a pain to take care of. Take your time. Don't rush. Someday you'll remember these words !
You will soon enough get to the shaving stage in life. After which, you will be able to grow that Beard. But I have to wonder why you want to cultivate on your Face, that which grows Wild on your Backside?

First of all, not everybody grows a beard at the same time and that's entirely normal. There are no set rules or calendar when it comes to this; when your body is ready (that means, when your body will produce enough testosterone) it will send signals so that you will start growing it.
Usually a guy starts growing a full beard in their late teens or in their 20s. I had classmates who didn't have a beard at all and then when they hit their 20s it started to grow.
I don't know how old you are, but I wouldn't worry too much about it. The time will come for you to have one but for now, I would let nature take its course.
