I know that they are made out of any sort of recycled cylicone as baloons,candoms, and other sorts of silicone. They are cleaned and melted into a machine that shapes them as silly bands then they are sold I looked it up and I know every little steps. Okay, first of all, I am rather hard pressed to believe they're made of used condoms, but in the event they were, they'd be melted and all, and probably sanitized, too. Granted, even knowing they'd be sanitized and all people would still probably drop them immediately in the event they were made of used condoms. Okay, people are really immature. Silly bandz are definately not made of used condoms. They don't have a place to recycle them, that would be wrong. Because of all the diseases and whatnot. Silly Bandz are made of silicone, which is a type of rubber. They melt it then put a metal shape like a cookie cutter in it and add food coloring, then they let it dry. That is the correct way of how they make silly bandz! :)
