You can apply warm compresses to the area to try and draw it out. If that doesn't work, see your pharmacist and ask for some drawing salve, it's black and it smell a awful, but it works. If that doesn't work you'll need to see your doctor and maybe have the area lanced.

Soap and water will clean it. Hot compresses, use a warm washcloth you microwave ( let it cool!) and and apply to your wound. If it opens, keep covered - don't wet anything, change bandages often. Seek medical attention if it shows signs of infection.

Depending on the location of the boil soak in a tub of water that is hot, but not hot enough to burn you. That will usually open it up.
