I believe Manic Panic ship to pretty much anywhere, and if you order over $50 worth of hair dye they don't charge for shipping. You can place an order directly from the site.
As for stores that stock it, there doesn't seem to be a complete list - but I know Walmart often has it, as does Hot Topic (who do have a store locator on their site http://www.hottopic.com/stores).
