The historical record of makeup comes from the 1st Dynasty of Egypt. Tombs from this era have revealed unguent jars, which were scented. Unguent was a substance that was used by men and women to keep their skin hydrated and wrinkle free. See here for more details:

Make-up or "cosmetics" as they are otherwise known, were probably not made or "invented" by someone as such, but rather had origins in a certain period by a certain civilization.

Archaeologists have evidence of cosmetics being used by the ancient Egyptians around the 4000 BC mark. The ancient greeks and romans have also been known to have used cosmetics.

In terms of more recent times, particularly in the western world, it would of been around the middle ages that cosmetics started being used, particularly by the more well-off people at the time.

You can find more information on make-up and cosmetics here.
